Aimed at establishing a sustainable safety culture in laboratories, minimizing human-induced accidents, and enhancing the welfare of laboratory animals, this comprehensive biosafety guide is based on the World Health Organization's frameworks. It emphasizes structuring biosafety measures through case-by-case risk assessments that incorporate personnel competence. Microorganisms are classified into four risk groups depending on their individual and community threat levels, and laboratories are categorized accordingly from Biosafety Level (BSL) 1 to 4. The guide details critical infrastructural and procedural requirements, including access control, personal protective equipment, directional airflow, HEPA filtration, and medical surveillance protocols. For laboratory animal research, adherence to the ethical frameworks of the 4Rs (Replacement, Reduction, Refinement, Responsibility) and the 3Ps (Antipathy, Sympathy, Empathy) is mandated. The document highlights occupational hazards faced by researchers and handlers, such as allergens, physical injuries, and zoonotic infections, emphasizing the necessity of semi-annual medical screenings and vaccination programs. Ultimately, minimizing laboratory-acquired illnesses and accidents depends on the rigorous implementation of tailored risk management strategies and the provision of continuous theoretical and practical safety training for all personnel.
